As the title says I can't alt+right click on taskbar to change it or anything. This is a issue in ubuntu lts. It works in the 2d fallback though.
I assume you must be discussing Unity, Ubuntu's default desktop environment.
Unity is designed to be end user friendly, therefore it has few options to customise (this includes removing alt+right click).
Unlike GNOME Fallback, Unity doesn't use applets. Instead it uses indicators.
