[apt update] gives numerous repeated warnings: failed to start delayed item

Many, many lines of this warning past beyond gnome-terminal buffer. This is the second time this happens in a couple days.
$ sudo apt update [....] Warning: Tried to start delayed item https://archive.trisquel.org/trisquel ecne-security/main amd64 Packages, but failed [....]
