I think yes, as there is no GPU and no radio.

A raspberry pi engineer told me, the raspberry pi pico 2 can run fully on free software. And the raspberry pi pico 2 w requires running a piece of non free software for the wifi.

Nor surprising, the wifi is always blobbed... good thing adapters exist.
Maybe ethernet to usb adapter would work with that if needed.
